As for the closing of threads in here - that's one of two things: people are asking the same questions over (which I'm going to have to ban for in future if the same people keep it up) and secondly; asking questions which have recently been answered here.

This software doesn't have that functionality built in. Talk to the people at vBulletin (http://www.vbulletin.com/) and they might add it into future versions.
