I thought soundclick didn't allow the posting of remixes? Is there something I'm missing?

I too thought this. But people tell me to do it, and I'm skeptical.

they cant check every song uploaded. I dont think they bother checking any at all.

I think they just check new accounts. so upload a legal track first and when your account is approved you can go nuts.

They must advice not to use any samples to be legally covered in case there´s any problem, but I think that as long as you don´t pretend to make money with the remixes, it´s fine. (That´s my opinion, I don´t really know the laws)
