on the newsletter it says the presale starts 10am LOCAL time.

does this mean GMT or Austin time?

LOCAL means local time where the venue is.

I don't know about that...

According to the newsletter, the Philly pre-sale started at 10 AM local time, but it actually started at 1 PM. The ticketmaster link should clear up some of the confusion, though.
