This is highly significant because the treaty does not actually become 'active' unless either Russia' or the US is on board. So now the Kyoto treaty is will be in effect - awesome.

China (http://news.bbc.co.uk/1/hi/world/africa/2233220.stm) has also given full support (even though it doesn't have to) and Canada will ratify before the end of the year, so the treaty lives at last!

That just leaves the worlds biggest polluter (Polecat (http://www.vexen.co.uk/USA/pollution.html#Pollution), if you will) standing defiant to the rest of the world, proclaiming loudly that its bulletproof economy (http://www.brillig.com/debt_clock/) will topple if it has to spend any more on cleaning up its act.

And things are so far gone that, even if Kerry (http://www.iht.com/articles/513306.html) wins, the US will still not be able to meet the Kyoto requirements, so we'll just have to go on without them and hope that eventually they can catch up.

Do you think:

The Russians wavering was a ploy designed to assert their independance;
Them agreeing was to garner support for "Necessary measures" in the wake of the Beslan tragedy;
To garner support in the face of democratic reforms (or recidivism) that even
Colon Powell had to criticise;
To garner support in the face of the country still having mafia-controlled local government and authority, with political opponents and journalists being locked up without fair trial or due process?

Or, they genuinly do want to play ball and this should be taken at face value?

The way I see it, if this happens.......

1. No more imigrants, our country will suck as much your contry mister Lopez.
2. Cheaper cars, third world goverments wouldn't require such high safety standards from car manufacturers.
3. We no longer have to put other countries childrens in sweatshops, that is un-American. Instead we will put our own children in sweatshops.
The pros list goes on....
