The UN should tell them to disarm or face serious consequences.

If they don't disarm, the UN should then pass 16 or 17 resolutions to diplomatically resolve the situation.

If they still don't disarm, we'll put together a "Global Test" to decide if we should really enforce the serious consequences mentioned in the resolutions.
