CNN using BB song for a segue

Tonight I was watching CNN (by no fault of my own), and to my surprise, I heard Right Right Now Now playing in the background before and after a commercial. At first I thought I was just hearing the music in my head, but it was real. My question is...does CNN need permission or anything? Can they just use any song they want? I think they are a bunch of twits at CNN, and their coverage of the election (and pre-election "polls") was pittiful. I felt sort of manipulated.

When TV uses songs as background on different programmes they have to pay royalties, just like when the songs are played on the radio. There might be some kinda 30 second rule tho.
