A little background...

Shortly after the 9-11 attack, there was a brief anthrax scare caused by domestic mailings of the near-bioweapons-grade disease. The official word from the Dept. of Homeland Security was that should there be a widespead outbreak this airborne version of anthrax, citizens should use duct tape and plastic sheets to secure their homes. This was reminiscent of the cold war era "duck and cover" routine; that is, a completely ineffective solution offered to give peace of mind to the largely ignorant population.

The online coverage I've seen of this has generally been from a business perspective, so they aren't saying whether anybody's questioning the recent decision to turn the Government of the United States into a giant billboard.
