Not ever, but right now.
I'd have to say it's between Just Blaze and Scott Storch.
For the most part, a lot of big names have been dropping off the radar or just not coming with anything all too impressive lately. Everybody's working with no names, which isn't necessarily a bad thing. I suppose it's giving all these nerds in the suburbs a chance to shine.

i think Kanye is still tops. Timba is still tops.
neptunes just got 2 million for one of thier beats....i mean, shit.
and i ain't just listing the most popular guys....
those dudes are just at the top of thier games.
i'd like to see RJD2 work with more people too.

Back in the Do You Want More?!!!??! days with the Roots, he was the keyboard guy for a brief time. I think Kamal joined during Illadelph Halflife.
Since then, he produced their grammy winning 'You Got Me' and I think he produced Fat Joe's new song. Something with 'Poppin' in the title.

i looked up scott storch and jake one.
scott mostly plays keys on half the tracks he's associated with....like dre's shit.
blow ya mind is virtually identical to the last track on Chronic 2000......
lean back?....yeah pretty tight.
X ? ....pretty tight.
but he ain't the tops in the biz.
jake one? i don't think i have heard ANY of the tracks he's worked on. i saw a list....none of those ring a bell.

Storch leant a lot of his talent all over Dre's 2001, including playing most of the instruments on Still Dre, What's The Difference and The Next Episode. He did the beat for Cry Me A River with Timbaland, which despite being a corny ass Justin Timberlake song, was still a pretty hot beat. He did Lean Back, Candy Shop, Clap Back and Just a Little Bit, which are also pretty nice beats, regardless of whether you like the vocals on those tracks. He's worked with the Roots countless times, he's co-produced with Dre on a whole bunch of projects and he did the only actual good beat on that 2Pac Loyal To The Game joint that Eminem hacked up last year. The best thing about him is he hasn't spread himself too thin yet.

Necro or RJD2.
Necro's beats are always ill, I've yet to hear a bad one, and RJ definitely brings the heat.

I like El-P's beats better than RJD2's, I think.
Necro's alright, but I don't think he's anywhere near being the best. As far as underground beatmakers go, I like J-Zone's beats.
Scram Jones is starting to really come up, but I liked his beats better when he wasn't working with commercial artists.

blaze and dilla are the first two names that spring to mind. i didnt even like dilla much a few years back but he's won me over with 'push'.

I'd say Kanye or Dre. Dre has kinda slowed down in producin, but he's still keepin' it gangsta. Regardless of his attitude towards the Beasties, Russell Simmons was a great producer.

HOWEVER, Swiss Beatz is on a roll. He's produced the lead singles on three different '05 rap releases (at least?) I'm A Hustla (Cassidy) and Set It Off (Young Gunz) are both sick beats IMO. Bring Em Out (T.I.) was just meh, though. Still, the dude's on his way back up.
Not too fond of Scott Storch.

Timbo is the "natural" in my opinion.
Half of the mcs out there would kill for the beats that DIDN'T MAKE IT on Jigga's black album.
If you've seen fade to black, you know what I'm talking about. Just and Timbo laid down tracks that common folks like us aren't even ready to understand yet.
Mind numbing.

I am shocked and appalled that no one has yet mentioned Dan the Automator. I think he's by far the most adventurous producer around right now. Although he's swimming in a lot of other genres lately, his beats are always top notch and different.
