Video Cheat Code Question

My brother gave me his X-Box and I picked-up GTA San Andreas. A friend gave me a cheats list. I can't figure out how to apply the codes. Could a brother get a little help?
Do I apply them while I am playing the game? I tried and can't get them to take. I want to turn all the pedestrians into Elvis................among other odd choices. Here is a list of some of the codes.
I would appreciate the help. I am tired of following the scenarios set-up for the game.

I always see people posting about video games and this is what I get.
Come on there has to be someone that knows how to apply cheat codes for the X-Box..............and yes, Parkey, I am a cheater.

In the PS2 version you apply them while playing.

It works while playing. The one that I wanted to apply seems to not want to work. I want full body armor and $250 grand.
