Troops begin combat operations in New Orleans

Combat operations are underway on the streets “to take this city back” in the aftermath of Hurricane Katrina.

“This place is going to look like Little Somalia,” Brig. Gen. Gary Jones, commander of the Louisiana National Guard’s Joint Task Force told Army Times Friday as hundreds of armed troops under his charge prepared to launch a massive citywide security mission from a staging area outside the Louisiana Superdome. “We’re going to go out and take this city back. This will be a combat operation to get this city under control.”

"Numerous soldiers also told Army Times that they have been shot at by armed civilians in New Orleans. Spokesmen for the Joint Task Force Headquarters at the Superdome were unaware of any servicemen being wounded in the streets, although one soldier is recovering from a gunshot wound sustained during a struggle with a civilian in the dome Wednesday night.

“I never thought that at a National Guardsman I would be shot at by other Americans,” said Spc. Philip Baccus of the 527th Engineer Battalion. “And I never thought I’d have to carry a rifle when on a hurricane relief mission. This is a disgrace.”

New Orleans Mayor Ray Nagin calls Lt. Gen. Russel Honore a "John Wayne dude" who can "get some stuff done."

"He came off the doggone chopper, and he started cussing and people started moving," Nagin said in an interview Thursday night with a local radio station. (See the Nagin video where he demands feds 'get off their asses' -- 12:09 )

The three-star general directed the deployment of an estimated 1,000 National Guard troops from a New Orleans street corner Friday, making it clear that it was a humanitarian relief operation. (Watch the convoy slog through floodwaters -- 3:33)

Getting food and water to the people at the city's convention center was a difficult process, Honore said.

"If you ever have 20,000 people come to supper, you know what I'm talking about. If it's easy, it would have been done already."

Honore recognizes that storm victims have waited days for relief, and his troops are trying to get them out of the city and into a more comfortable environment.

"Our number one task is to deal with the concentration of people in New Orleans, as well as those that are isolated. And we're going to get after it," he said. (Watch the exclusive video report of the general sent to the rescue -- 10:02)

The general acknowledged that frustration, and in some cases lawlessness, is building.

"By-and-large, these are families that are just waiting to get out of here. They are frustrated; I would be, too. I get frustrated at the cash register counter when the paper runs out."

Hundreds of National Guard and active duty troops are carrying weapons in the city. But the way they carried those guns was a concern to the general.

He ordered all he encountered to point their weapons down, said CNN Pentagon Correspondent Barbara Starr, who was with the general. Honore repeatedly went up to military vehicles, National Guardsmen standing sentry and even to New Orleans police officers, telling them to please point their weapons down and reminding them that they were not in Iraq.

Honore commands the 1st Army, based at Fort Gillem in Forest Park, Georgia, outside Atlanta.

The general is a native of Lakeland, Louisiana, which is northwest of Baton Rouge. He earned a Bachelor of Science degree in vocational agriculture from Southern University and A&M College in Baton Rouge in 1971. Honore was commissioned a 2nd lieutenant in the infantry upon graduation. He also has a master's degree in human resources from Troy State University.

He has served in a number of infantry command positions and at the Pentagon. Before taking command of the 1st Army, Honore commanded the Standing Joint Force Headquarters-Homeland Security, U.S. Northern Command.

Honore's daughter and other relatives live in New Orleans, but he has not seen them since he arrived in town.

"The priority is on this mission, getting these people out of here," he said.

The general came to rescue of one young mother trying to carry her twin babies down the street in the terrible heat and humidity of New Orleans, Starr reported. The mother was so exhausted the children were almost falling out of her arms.

The general went up to the woman and took both of her babies, handing them off to soldiers to carry, as he promised the mother that they were going to get her some help. The troops helped the three hurricane victims to a Coast Guard ship, where they were treated for exhaustion and dehydration.

Honore said he wants his troops' profile in New Orleans to be that of humanitarian relief operations, leaving the law enforcement role to the local police.

I'm waiting in waist-deep water outside the Superdome in downtown New Orleans, where it's starting to rain. The streets are much emptier today than they were last night. People have been walking through the water on the highways, and at times sleeping on the highways; two, three day journeys just to walk four miles to the Superdome, just to give you an idea of how difficult it is to get around here.

Right now they're trying to coordinate the evacuation of the Superdome onto buses that, if I understand correctly, are taking people to Houston. It's not going well. The military, police and the national guardsmen are overwhelmed by the number of people. The local New Orleans police are assisting, and it's still not helping.

There are throngs of people, easily in the tens of thousands, maybe forty to fifty thousand people, in my estimation, standing on this plaza trying to get to a very narrow area where they're being escorted to the buses. I haven't seen one bus leave yet.

People are passing out and, you know, you have elderly and children and in some cases kids born two weeks ago. One man was assaulted by a group of people with metal bars for asking for a cigarette. He's semiconscious, very agitated when he is conscious. It's very difficult; they can't do anything for him. Other citizens are just trying to help him out.

by the way, i apologize to any posters who I may have been hostile towards.
it's been an emotional week for everyone, but it makes me sick reading the ill-informed posts criticizing the wrong points of this whole disaster. you criticize the wrong people and countries for trying to help... i mean really, how many of you even heard of a "levee" before this disaster, and now experts are coming out of the woodwork."too many cooks in the kitchen" as Mayor Nagin put it.

my parents grew up in New Orleans. they lived under the poverty line and made their way out of poverty and into the suburbs... I grew up in middle class America and I saw racism in my household growing up, and it bothered me. a passive remark here, an ignorant comment there, I realized that the South has been segregated ever since Civil rights, going all the way back to slavery days... racism is wired into these people (Southern Folks) psyches from the day they were born, this is true for blacks and whites combined...


think before you make some of your comments, I know I will in the future try to be more compassionate towards other posters, but you must THINK about what you are saying, the context, the ramifications, the connotations...

please understand I cannot articulate how i feel on a messageboard, but I beg some of you to stop believing everything you hear and have some compassion for this rescue and relief effort.

I think that everyone involved is to blame. Local and federal government. There apparantly never was a clear plan on how to act if something like this happened. When Camille came through in the late Sixties, that should have given the governments plenty of time to create a plan of action. Plus, just because there is a disaster of this magnitude does not give the citizens there the right to arm themselves and shoot at the people who are trying to help them. It is sorry that the military is having to go in ARMED for hurricane RELIEF. Granted it should NOT have taken four days to start getting relief in there, but it is not like these people were picked up and dropped off in a desert. Instead of sitting around chanting we want help, why not help yourselves to a Wal-Mart and get some supplies that are useful NOW and not something that you hope to barter with later like a 50" plasma t.v. What good is a t.v. to barter with gonna do you if no one has electricity to use?

Another thing are the comments by the rapper Kanye West. Why is that everytime something bad or inconvienent happens that some ignorant person has to pull the race card? This has nothing to do with color or race! All it is that the U.S. got caught with its pants down. If you aren't part of the solution, your are a part of the problem. Instead of talking trash a/b the situation, why not go down there and help.

Ok, I'm done. I'll get off my soap box now.
