New Orleans mayor issues order authorizing the forced removal of people refusing to leave the city. Details breaking...

NEW ORLEANS, Louisiana (CNN) -- New Orleans' mayor issued an order Tuesday night authorizing the forced removal of people refusing to leave the flood-ravaged city.

Mayor Ray Nagin instructed all public safety officers "to compel the evacuation of all persons ... regardless of whether such persons are on private property or do not desire to leave," according to a written statement from his office.

The order did not apply to people in Algiers on the West Bank side of Orleans Parish.


The standing water in New Orleans, left behind after Hurricane Katrina blasted through the region more than a week ago, is contaminated by E. coli bacteria, a highly placed official in the New Orleans mayor's office told CNN on Tuesday.

"It's absolutely unhealthy to be anywhere near the water," said the official, who declined to be identified.

Rescue workers say many holdouts have insisted on staying in their homes rather than obey the mandatory evacuation order Mayor Ray Nagin put into effect on August 28, the day before Katrina struck.

The city's deputy police chief, Warren Riley, said Monday the holdouts numbered in the thousands.

Nagin told reporters Tuesday he wanted everyone out of the city "because it's a health risk."

The mayor also fiercely denied rumors that he had ordered relief workers to stop delivering water to those who refused to evacuate.

"I want to emphasize that I would like everyone to get out because it's a health risk," he said. "It is not safe. Mosquitoes that are biting dead people are starting to fly."

The toxic nature of the water is evident from the smell of garbage, human waste and rotting corpses, and the slick sheen of oil, gasoline and other chemicals on the surface.

"I understand wanting to stay in their homes, not wanting to give up on New Orleans," Nagin said. "I have resisted the urge to go visit my own home. I know it's under water.

"But we have a very volatile situation. There's lots of oil on the water, gas leaks where it's bubbling up, and there's fire on top. If those two unite, God bless us."

Nagin said he wanted to reassure the holdouts that it was "OK" to evacuate.

"Leave for a little while. Let us get you to a better place, and let us clean it up," he said. "Once we clean it up, I promise everybody, we will bring you back to a city that is clean and safe."

i really don't understand what Bush has anything to do with forced evacuations :confused:

it's more for the benefit of these people...

I was talking about diverting funds and the National Guard to fight for oil instead of preparing for the Hurricane season.

blame the city of New Orleans for sitting on their laurels and not being prepared for hurricane season, they did not implement their evacuation plan which they had set in motion since Hurricane Ivan last year....


new orleans was economically and politically stuck in 1975, for better or worse terms... this levee breach was a long time coming, they started a 40 year plan in 1965 and unfortunately they were about 30 years behind.


although I do admit Bush administration cut funding for levee repair, no engineer could have been able to prevent the flood with the amount of time NEW ORLEANS wasted in preparing for this event.


my dad used to tell me when we were driving around his hometown, he would explain how the levees/pumps and canal system works, but he warned me, "If The Big One Came, We'd be under water right now..."

they knew this was coming all along and were Ill-Prepared.

Blame the State of Louisiana for being stuck in 1975.
