You have to understand, the mayor of New Orleans--like the mayors of many majors cities--has enough trouble getting his employees to go to work on a sunny day.

You know, NO was hugely black, and I am guessing that was reflected in the civil servants there.........is she accusing black civil servants of being lazy???
