There's a simple explanation, even a serious one, for all of this, he adds. Bush, he points out, is not used to attending meetings at the U.N. and probably did not know what the protocol was for exiting a room and returning. His question to Rice was “proper” and not all that surprising, “asking someone with more experience there about protocol,” he said.
The silly thing is that he wasn't briefed on this. I know I'd want to know what my exit routes were if I had to stay in place for a couple of hours.
Either that or I would have gone before.
I bet dubya had one of those "If I don't go now I'll regret it later... nah..." moments before going into that room.

What I find as the true mark of a dumb shit is that he let a photographer take a picture of what he was writing. Any person with a lick of sense would have at least placed their hand strategically to block the view.

How far away was the photographer? It's possible the dude could have been far away from Bush and used a really good telephoto lens to capture that moment.
