Is an over PC world that supposed to stop racism, actually increasing it?

For example, one town in britain has band oversized christmas decorations, as it is racist to celebrate ones religeon blatently. But doesn't this feed peoples racism instead of destroying it?

My main point is in refrence to this thread i made, which i realise i should have posted here. Its been a long day and i'm rather tiered, sorry :o

But thats the point i'm making. They have been banned as the council believe that the decorations in shops will somehow undermind and offend people of the muslim community. But, the point i'm making, is that this helps fuel racism. Some ignorants therfore blame the muslims for the ban, helping fuel they're racism towards them. Causing huge problems within the community. And discrimination against someones religeon is racism.
