I gather that 25 as a maximum is a reasonably universal measurement on most devices.

I sit on 21-22. Sometimes I get headaches after listening to music on my headphones, and people in elevators look at me when 'Just don't bite it' comes on.

You?

When someone gets on the light rail and their music is so loud that I can clearly identify it via headphone leakage, it's too fuckin' loud. (n)

It's bad when you're in your office and you think you've got your headphones plugged into your PC speakers when you actually don't.

At the gym, I listen to music on my lyra at ~21-23 and I play lectures at ~15-18.

People at my gym get pissed off when they can hear music coming from someone else's headphones. There's a lot of ambient noise in the gym, but those people don't mind it, it seems, as long as it's not coming from headphones or cell phones.
