You banned him several times, and he is back again doing exactly the same thing.
His current alias is "Cingular"
Could you ban him again, or do that thing where no-one can read his posts so his stupid ass doesn't think to create another fake account, or maybe get in touch with his ISP.
Ban-evasion is illegal in the UK, and I am damned sure it is illegal in the US - as such it is against his ISP's TOS. If you e-mailed their abuse@ account with details, and logs of his IP address, posts, etc - they should blacklist him.
