There must be a misbehavor in your IP address pool. The ISP you are with has a certain number of IP addresses at its disposal to provision to its customers...many of these customers belong to the same IP address pool ie. 67.128.xxx.xxx or 72.24.xxx.xxx

While every IP is different, potentially hundreds of people belong to the same grouping of IP addresses. To prevent people from re-registering and 'causing shit' repeatedly, the administrator might have just denied access to entire groups from the same service.

Basically, one little shit has ruined it for everyone.
