Sometimes true, but not always. There some shit parents. There are some shit schools. There are some great schools in poor communities that have very dedicated, caring, positive staff who work hard. But there are also schools (and even whole school districts or LEAs) that are nearly irretrievably fucked up and mired down in politics, beauraucracy, poor leadership and low morale. I see it every day.
