Ironic, rather than sarcastic. But if officials are going to try to fuck people under their sway, surely 18 year olds of the opposite gender are the most obvious and unremarkable people? If it was an 80 year old or a 12 year old, that would be another matter. But, as Robin Williams points out in The world according to Garp, 18 is the sexiest age.
