Here are the charges against San Jose, Calif., Mayor Ron Gonzales and his co-defendants, city budget director Joe Guerra and Norcal Waste Systems:
_ CONSPIRACY TO CHEAT AND DEFRAUD (Gonzales, Guerra and Norcal): The indictment alleges that Gonzales and Guerra secretly negotiated an amendment to a contract with Norcal that guaranteed the waste management firm $11.25 million. The contract amendment said the money would cover delivery and collection fees, but according to the indictment the money went to cover costs to subcontractor California Waste Solutions for using Teamsters instead of Longshoremen in San Jose.
_ BRIBERY (Gonzales and Norcal): The indictment alleges Gonzales received a bribe with the "understanding that his official vote, opinion, judgment and action would be influenced" in a decision he made as a public official, and that Norcal bribed Gonzales with the intent to "corruptly influence" a City Council decision. The indictment does not give any further details on the alleged bribe.
_ FALSIFYING A PUBLIC RECORD (Gonzales): The indictment alleges that Gonzales knowingly submitted a false memo to the City Council citing an auditor's support of the trash contract, when the audit did not include the financial impacts of the union deal.
