Getting permission to use a song for a short film.

I was wondering if anyone here, either the moderators or someone on the boards, knows who I should talk to about getting permission/securing the limited rights to a song for a short film. The song is "Alright Hear This", off of Ill Communication. The film is very short (about three and a half minutes) and not for profit. I only want to use a small segment of the song in the end credits. This film would be submitted to short film fests.
