I swear there's a few programs knocking about on google.
I found a semi decent freeware thing a year or so ago after about 15 minutes of looking. See what turns up (y)
EDIT - I can't remember the name because it's on my other computer which is temporarily fooked.

if it was me, i'd load up virtualdub and crop out the majority of the video which I don't want, then save it as an uncompressed avi. then load the uncompressed avi in PhotoPaint (i'm assuming PhotoShop or ImageReady will do the same) and get the frames I want and make a gif. Bit of a long way about it I guess, but it gets the job done

I use a freeware thing called Bink and Smacker or something like that... Lemme get the link

I do it in photoshop, it's very easy.
you open the image up in photoshop, then click the icon at the very bottom of the toolbar, and "Adobe Imageready" opens, then..follow these instructions.

Easy as pie.
Not sure how to do the min-video snippets though. that's probably another program altogether. Ask Knuckles he probably knows.

this and imageready are all you need.
This will allow you to break down video files into single shots or gifs, it takes a while to learn but it works well.
