Yeah I've seen this one. Pre-production bodies, post production heads. Hard to tell because of the video quality. Around 1:30 the body looks computer generated.

when it panned out to reveal the faces of the dog-people I nearly barfed and screamed at the same time. it was enormously disturbing.

I think they were smallish children. Japanese ones though so they're all kind of short.
