It seems unlikely. I too read this in the Sun (on my lunch break, honest!) and am taking anything they say with a pinch of salt.

I remember Coxon saying in an interview somewhere in 2004 that he wouldn't go back to blur ever in his life.
And I also read a lot of interviews with Damon saying he really hoped Graham would come back someday.
As far as I know the breakup wasn't caused by Graham's drinking. Or at least Damon didn't kick him out for that reason. Graham left because he was unhappy with the direction the band was going in. Graham was more into (hardcore) punk and Damon wanted more african music and electronic bleeps and bloops.
The way I see it, Damon pushed his ideas through so much that there wasn't much room for rocking guitars anymore and Grahams part in the band became overshadowed by Damons ego. Hence Grahams rocking solo albums.
