Basically, Jedis are sort of spiritual warriors who, among other skills, can hypnotize others -- the "Jedi mind trick." Sometimes this is done with just an intense stare, but sometimes also with a very casual wave of the hand in front of the subject's eyes. Imagine a very sanguine fly-shooing or "oh, never mind" gesture, and you'll get the idea.
