Maybe I am missing something here, but Iranians don't use english "manufactured" numbers do they?

They might do. Lots of countries that don't 'speak' English (or any of the usual related languages) use the latin alphabet in manufacturing. This could be for trade purposes, or because the tools and dies used in the machining are made to use latin script, etc. English is the world's currency language.
I love the way the US accuses Iran of supplying weapons to militant groups when they were the ones supplying Israel with cluster bombs last summer and Iraq with the chemical weapons used against Iran, amongst others.
And let's not forget the Iran-Contra Affair (http://www.pbs.org/wgbh/amex/reagan/peopleevents/pande08.html).
