I don't think that's made it to these shores yet.
I got introduced to Mr. Bean through a short that played in theaters in front of Barton Fink. I thought it was a one-off until I was in Vancouver and the apartment managers introduced me to the show. That and Kids in the Hall. (y)

I hate articles like that -- blowing one incident up into some sort of world-wide affliction. Bean might be British, but he doesn't at all seem stereotypically British.
I think that a cue as to how Americans, anyway, perceive the "average" British person to be is probably best satirized on Arrested Development: Rita passes as intelligent for so long simply because she has a British accent. Mike (and most Americans, I think) equate "British" with intelligence, wit, charm... maybe even snobbishness, but certainly not nebbishness.

My American mate lived in London for 3 years and still had no idea what anyone in the East End was saying to him.

I can't wait to see this...Rowan Atkinson is quite a funny guy, and Mr. Bean remains one of my all-time favorite shows.
