I found the easiest to create remixes / mash-ups and DJ type mix tapes was "Sound Forge" and Acid - both can be found on the net.
Soundforge lets you create samples and loops and edit them. Acid acts like a sequencer so you can stitch your samples together into a backing track and then drop the aca's on top.
If you need any help - PM me

Neither of those are anywhere near free, tho. Also, Acid let's you slice and dice songs within the program itself, no need to pay the extra $$$ for sound forge too, although it certainly gives you even more flexibility. I use Cubase and Acid- again not free (or even cheap). I think Fruity Loops may be more affordable.

Hey
It all depends on how much money you want to spend.
To begin with there is very simple programs where you drag and drop samples and create your own tunes. A good way to start.
They come in package with sample library and a easy program.
Of course you cant create personal unique tracks, but its a way to start.
If you like that you can continue.
I have only 1 program for making mix-cds.
Its called Mixmeister
So damn simple and the result is fantastic.
I make a lot of mix-cds for radio and so on, and this program saves me much time instead of spinnin the decks.
To make remixes i use my own studio but there is a way of starting without buying expensive equipment.
Get steinberg Nuendo or SX or a less expensive sequenser, then get some sample cd´s.
Thats really all you need. If you take your time you can make great music with just that.
If you just dont want to use samples, buy a midi keyboard and get som software synths.
And i promise you, there is no money limit if you get started :)
Best Regards

If you want to just do simple mashes, Acid is fine. If you want to create your own loops/samples/etc., try what these other guys have suggested. You might be able to find demos/trial versions on the web.
