I don't think this is scary at all. It's not like they're forcing people to do it, nor would they. This would be an excellent idea for my father, he suffers from severe migraines that are the equivalent to strokes; there have been times where he's gone completely paralyzed, can't talk, can't function, and needs medical attention ASAP. If he's in public and has an episode and someone calls an ambulance for him, the doctors waiting for him in the ER need to know his information as soon as possible so they can treat him as best they can. His condition is a rare one and often misdiagnosed or mistreated, if they had access to his history they could see what has worked in the past and what they've done.

But simply enough, if you don't want it, don't get it. For some people who take unexpected trips to the ER and need doctors to have access to their information right away, it'd be a good idea. If you feel it's sketchy and don't trust the intentions, do it the old fashioned way and wait there while they call your doctor. It's not like the government is making it mandatory for all people to have chips implanted, it's a choice.

reminded me of the film idiocracy. let's all get our bar codes. I agree - for people like my mother - she's diabetic - and other issues - this would ensure proper care...

I just don't trust that this ID tag wouldn't become used for other resources as well. Before you know it our banking info will be on those.
