unfortunately there's not much we can do. scalpers have definitely become more sophisticated nowadays compared to even a few years back but really, all we can do is keep them away from this site. the rest is on ticketmaster or whatever is used for selling the tickets in the first place and craigslist, ebay etc used by scalpers to auction out the tickets.

Highly doubt that there is NOTHING we can do... Part of the problem is this attitude...

Just - only see things getting worse for the fans... it's sad...
Pay to get in the door... day of show might be nice... head count at the door... old school stylo...
hmmmm Can it be that is WAS all so simple then... ???

Where does he call himself a fan?
Anyway, this is a matter of state law, the forum admins can't do anything about it. Here in Oklahoma you can (or least you could a few years ago) sell them for however much you like as long as you were a certain distance away from the venue. Besides, many venues have deals with sites like Ticketmaster, and the bands just sort of have to go along with it. Sucks, but there's not much anybody can do. And Minton and TPK certainly have no say in the matter.

you must be registered for ___ hours or days before you can purchase a ticket through the site, which has a certain umber of tickets allotted for the fans...
along the lines of the itunes sale

I don't think that would solve the problem though. If it was just a one off show, then sure. But I don't think it would work as well for a full tour. And even then there's the possibility of people signing up just to buy tickets and then turn around and sell them for a higher price. It would certainly help though.

it would give the power to the people... the admins and the record label could decide the rules and make sure these spammers wouldnt break them...
the community itself would serve as monitors... you must be a contributor to the community before you can buy tickets...
on a good faith system, I think you would be surprised at how well it could work...

Yes but what about the fans that don't come to the message board? There's plenty of people out there who want to go to a show that don't have the time to mess around on here.

The band and management are aware of this issue. Where possible, attempts are made (e.g. ticket limits, government issued ID at the door matching the name on the ticket etc.). Hopefully more can be done going forward.
