If you were to hear someone you work with being described as "the chicken choker", what do you suppose the person doing the describing might mean by this?

In a work situation, maybe it means he is the one who keeps fucking things up.

But I'm leaning more towards a jerk-off/wanker.

Let me tell you why I ask:

Today mr.p had to go to a presentation at work, a woman from one of the US offices had come over and was giving this talk to the London office. She works in the Business Development department, she gives a lot of these talk things, so she's a reasonably entertaining speaker.

So at one point she was talking about how they are developing protocol on who should attend the first planning meeting with a new client. Now, I'm paraphrasing because I wasn't there, I'm just telling it to you as mr.p said it happened, but she said something like this:

"You'll want to have the project manager and assistant of course, and for an initial meeting it's not a bad idea if the Managing Director attends as well, because he's the real chicken choker in this situation."

She then went on to use the phrase "chicken choker" 2 or 3 more times in the course of the presentation. Mr.p said it was nearly all he could do to not fall out of his chair, but no one else seemed fazed.

The thing is, his MD really is in fact a total chicken choker, but this woman seemed to be using the expression in an entirely different way, but WHO THE FUCK SAYS THAT and doesn't mean 'masturbator'?

Usually 'choking the chicken" means a male masturbating. Since this usage, even with context clues, is a little confusing, I would've just asked.
