...people have been following instructions around the States on a sort of scavenger hunt, taking photos. A note from Joker is being formed.

Best speculation seems to be that it might be an image of Two-Face in bandages.

The letters seem to be filling in every fifteen minutes or so

Once the note is completed, it's going to reveal something.
