'Cause I've got a problem, comrades.

Dear Attorney who happens to dig the Beasties:
I have worked here for 4 years; 3 as a Mgr. My reviews have been very good, and my file contains many thank you's/compliments.
My position has been satisfying, despite the regular need for long days (15 hours at a stretch hasn't been unheard of).
The "perk": I could "bank" compensatory overtime. This arrangement has been informal, as my position doesn't exist in the Personnel Manual.
This past summer/autumn, I 'banked' many hours and turned in a vacation request. My supervisor ignored it for several weeks and then said that the request made him "angry", but after discussion signed, requiring me to sign a letter stating that such a request could never be submitted again. The reasoning: although I work ahead of time to minimize the impact of my absence, it is tough here without my full-time presence.
I signed.
5/6, at close of business, he handed me a sealed letter and told me that he'd 'made sure' that the 'changes didn't start until after vacation' so as not to 'mess me up financially' and ushered me out of his office.
The 'changes': my position becomes a 24 hour/week 'specialist' function 7/1. Nothing said about salary/benefits. Only that vacation is to accrue per the Personnel Manual for part time work.
My position in present form has been budgeted for 2008. My full time presence has recently been defined as essential to proper functioning of the office. I beleive this change is a punishment. Please advise me!
A touch of background: when I was offered the promotion (3 freaking years ago), I accepted the package. 2 days later my supervisor told me that they were reducing the offer by 10%. I wouldn't accept. He threatened to fire me outright. He didn't. And so it goes.
