I'm no fan of MIA, but my understanding is that the lyrics in the chorus are her way of summing up the over-reaction of a large majority of people to immigrants i.e. that they've only come over to their country to mug people and commit crimes.

"Paper Planes" concerns M.I.A.'s problems with visas and certain perceptions of immigrants. It features a guitar riff sample from the song "Straight to Hell" by The Clash. Its chorus features gunshots and cash register sounds. M.I.A. explains the gun sounds as a joke, an answer to having problems entering the U.S. She thought that the worst thing for someone to say would be, "What I wanna do is come and take your money," and hence said it in the song with sound effects. She went on to state that "people don’t really feel like immigrants or refugees contribute to culture in any way. That they’re just leeches that suck from whatever."

Paper planes is a very good song, but with a sample from "Straight to Hell", how could it not be?

Her outfits are stupid, the way she talks is ridiculous (I know she's from Sri Lanka originally, but that accent is just way too 'street' and chavvy) and the stuff she's on about (when I can even follow what she's saying) seems to be utter bollocks. In Jimmy she names Rwanda and Darfur, so on first listen that would seem a bit political, but then she says nothing about it. She just names the places for no reason, because they don't fit in with the rest of the song.
