They must have starred in 1 Western film and 1 War film...there are exceptions...like DeNiro never did a duster...every boy wants to play cowboy or soldier at one point...you could probably include playing a cop to the list as well....hmmmmmm....(lb)

While a lot of great actors fit your requirements, this is still bunk.
Also, defining an actor as 'great' is completely subjective.

I disagree with your premise.
I haven't checked yet, but I'm trying to think of when Jeremy Irons, Daniel Day Lewis, Willem DeFoe, John Cazale, or Philip Seymour Hoffman did westerns.
Last of the Mohicans doesn't count as a western, by the way.
I've got a theory too!
"War" and "Western" are popular and broad themes for movies, and many great actors have been in both types!
Of course there are exceptions.

The earmark of great actors is longevity. A symptom of longevity is variety. Variety has tendencies toward popularity. War and Western are popular. It's not so much that it's really bad idea - it just seems obvious.
It's fun to try to think of "great" actors who haven't been in westerns or war movies though. It's easier to criticize than create, thanks MC Moot! :)

The problem with Westerns is that they're kinda dying off, so the coming generations are going to have way less chances.
It seems we get 1 or 2 a year now...last year was allright with "The Assassination of Jesse James" and "3:10 to Yuma"...I think the audience for them has dramatically declined...but if you re-invision the premise like in say "The Proposition" you can still find gold in them thar hills...

I'd give that one to you, actually.
If McCabe & Mrs. Miller is a Western, Cold Mountain can be, too.
But Last of the Mohicans is more of an adventure story, sort of pre-Western.

No problem with The Proposition, either. That was more authentic than Yuma.

Know what else?...I consider flicks like "Lonestar","The Three Burials of Melquiades Estrada" and "No Country For Old Men" to be post-modern westerns...now that's a premise...:D
