Here is my plan:

DISCLAIMER: if you call me a socialist or a marxist, honestly - I don't care at all.

STAGE 1:
Government either completely de-privatizes all oil companies, or regulates them to the point where the government completely controls the costs.
Government either takes 100% or the profits from gasoline/diesel/light crude or a huge portion of them and immediately diverts them to programs to search for alternative energy, specifically wind energy and bio diesel. Government immediately drops the cost of Gas to the cheapest amount possible (ideally allowing only a 15% profit on the cost of oil by barrel)

STAGE 2:
Government offers incentives to companies who begin to industrialize and work within either Wind or Biodiesel (or similar). This builds this sector and creates competition between industries in this field. Trickle down from these businesses will revitalize the other related markets.

STAGE 3:
Government withdraws all major forces from Iraq and re-evaluates Afghanistan completely and only sends Delta force teams there. Budget is re-figured for defense and money is re-allocated to Domestic Intel and weaponizing border patrols and Airport security. The guys at the borders and in the airports should have menacing, high-powered, bayonetted weapons and body armor. Every us-origin-flight should have one of these commandos on board.

STAGE 4:
US initiates Tax Free Sunday, every other week - no sales tax on anything. All social classes will respond by shopping on these days, spending money that goes to local businesses. People will begin to get into the habit of spending money again.

STAGE 5:
Make parallel investment plan that takes Property tax and a small amount of income tax and secures it to that individual's social security. If you don't work or don't own a home, you won't get the same social security. This encourages people to both purchase homes and work. Both are needed to stimulate economy. No more paying for older folks social security with our hard earned paychecks. Essentially, this is run like a Fed run 401`k, except the money is tied up in Treasury bonds instead.

In the real world, I would be called a Commie Pinko dragged behind a bus for proposing such a plan. But I think it's logical.
