a final word from the webmaster at Mike Mills' web page leads me to believe all of the above are true. he said it was an Adam H. choice and that he believed she was some "turn of the century criminal or something"

the fact that Adam's wife's band celebrates a suffragette in the form of the children's song named after reinforces this theory.
