Maybe they're involved. My dad used to flag amateur races in California, so he had to be right by the track for that.

Flagmen are behind secured armco most times. Rarely will you ever see a corner worker standing on the outside of a turn with no protection. Those guys were fans. I'm almost certain. That happens all the time with those events.
