With everything set up, all the Democrats need to do is not screw it up. But I know I've said THAT one before. Karl Rove is a crafty bastard, so you'll never know how things will really turn out.

It's actually "is" in this case, because he's describing a thing, a concept. He's not talking of the individual prices, he's talking about the whole country's rising gas prices, so it's a collective - the whole countries gas prices gathered under this one, singular title.

I think both would be acceptable though. </grammar nerd>
